Under-Utilization (uu50) Attendance Policy Has Been Cancelled

As you may be aware, Governor Doyle signed the Budget Repair Bill (Special Session Assembly Bill 1) into law on Friday morning with specific veto language.  The Governor’s veto keeps current language which would allow the Department to reinstate UU50 or another attendance based policy in the future through the Administrative Rule process if needed.  In his veto message, the Governor directed DWD to suspend the Emergency Rule that authorizes the Underutilization (UU50) policy for the remainder of this fiscal year.

Effective May 18, 2008 the Underutilization (UU50) policy is no longer in effect and enrollment authorizations will be paid at their full amount regardless of actual attendance.

Note – UU50 policy still applies to attendance periods from March 30 through May 17, 2008.

Options for Employers

Corporate Enhanced Services

Employees of corporations who have contracts with local CCR&Rs receive enhanced child care resource and referral services and ongoing support in "making child care work." Enhanced services typically include on-site work/family seminars, referrals to child care programs with confirmed vacancies, follow-up and continuing support for parents until they find satisfactory child care, and child care supply building. Child care resource and referral agencies work in partnership with your business to meet your employees’ child care needs.

  • A cost effective employer supported child care option.

Responsible Parents are Responsible Workers

As families have changed, so has your workforce.

  • A majority of children live with two working parents or a single working parent.
  • 53% of the workforce is female; and 67% of mothers, with children younger than six work.
  • Single fathers responsible for child care constitute one of America’s fastest growing consumer groups.

All of these parents have one common concern…care for their children while they work. For parents, the overwhelming task of arranging child care creates stress and may affect productivity, work attitudes, absenteeism, longevity and a number of other critical areas bearing on employee performance.

How Does Child Care Resource and Referral Work?

Your employees receive:

  • Personalized consultations on their child care needs.
  • Child care information and referrals from a comprehensive database of regulated providers.
  • Information on selecting and evaluating quality child care programs.
  • Support during their child care search.
  • A comprehensive child care handbook.
  • Ongoing recruitment of child care providers in areas where employees live and child care need exists.
  • Follow-up calls to ensure satisfaction with the parent’s child care selection and our level of service.
